A feeling that my choices matter.

Nurturing learner agency is one of the most impactful shifts we can make in learning, yet it is often misunderstood. It is not about giving learners free rein without direction. It is about helping them understand their choices, discover their voice, and begin to take ownership of their own learning.

Agency is a mindset and a practice. When learners begin to see themselves as capable young people with real choices to make, they ask better questions, tackle meaningful risks, and begin to trust that their thinking has value.

What does agency mean to you?

A common myth about agency is that it is something we create for learners. In fact, learners arrive with agency already intact. We all have free will as human beings. The real question is not how to give it, but how to stop getting in the way of it.

Schools can unintentionally obstruct agency through scripted teaching, content-heavy objectives, and a relentless focus on preparing for end of year exams or fixed projects. When the learning outcomes are all predetermined, there is very little room for a learner to demonstrate what they genuinely know, or to discover it in a way that is meaningful to them. The result is a bored learner who has learned to perform rather than to think.

Agency is not a strategy to implement. It is a mindset shift. It asks us not what do I need to teach, but rather who is this learner becoming and how can I walk alongside them?

Agency is like an upper primary learner.

Think of a learner in the upper primary years. Their head is no longer just absorbing information. It is beginning to ask deeper questions. Not just how do I do this? but why does it work this way? What happens if I try it differently? and where does this idea connect to something I already know? They are building understanding, not just knowledge, and that shift requires learning to open up enough to let them lead some of the thinking.

But the head alone is not enough. The heart has to be in it too. Upper primary learners are developing a clearer sense of who they are. They are learning to make decisions that reflect their values, their interests, and their growing picture of the world. When learning gives them genuine choice and real freedom within that, something shifts. They stop waiting to be told what to do next. They begin to feel like their decisions matter, because they do. That confidence, built through repeated experience of being trusted, is what independence is actually made of.

Agency is not about giving freedom without structure. It is about explicitly teaching learners the skills and competencies they need, explaining why those skills matter, and then handing the work back to them so they can make it their own. This is where agency begins to sprout.

This is where the hands become essential. Upper primary learners need guided situations where they can apply what they have learned in their own way, test it, and discover what it means for them specifically. Over time, that guided practice becomes genuine mastery, and the learner who once needed direction is now capable of directing themselves. That is agency in action, and it is what makes learning stick long after the lesson is over.
